Abstract

The issue of environmental protection has become strategically significant, particularly as the Jakarta Provincial Government (Pemprov DKI Jakarta) intensifies its development efforts. To evaluate the human rights aspects of these initiatives, a focused analysis on the environmental permitting processes in Pemprov DKI Jakarta is required, assessing their compliance and alignment with human rights principles and the role of the Jakarta Regional Office of the Ministry of Law and Human Rights (Kanwil Kemenkumham DKI Jakarta). This study delves into human rights-based environmental permitting, employing a doctrinal legal research methodology that combines conceptual and statutory approaches. It scrutinizes human rights concepts alongside the substance of environmental protection within Jakarta’s legal framework for environmental regulation. The study yields two principal findings. First, Pemprov DKI Jakarta’s digital public service information system is grounded in good governance principles, prioritizing accountability to enhance government capacity, improve public access to participation, ensure predictability in public service functions, and provide transparency in governmental decisions and actions. Second, the integration of digital public service systems between Pemprov DKI Jakarta and Kanwil Kemenkumham DKI Jakarta, also based on good governance, is actualized through a comprehensive, unified application. This system supports high-quality public service delivery at both the presence and interaction stages, promoting a collaborative approach for effective governance.
